In the wake of mounting scrutiny over officer accountability, Kissimmee Police Chief Betty Holland and Deputy Chief Camille Alicea have resigned following revelations that challenge the truthfulness of several officers within the department. This decision arrives shortly after an Orange-Osceola State Attorney’s Office letter revealed serious integrity concerns surrounding 11 Kissimmee officers. The investigation centers on former Officer Andrew Baseggio, indicted on charges including felony battery, official misconduct, and witness tampering.
The city has responded decisively. Kissimmee City Manager Mike Steigerwald placed Holland on administrative leave until her official departure, emphasizing a commitment to “maintain trust” by thoroughly addressing any actions falling short of the department's “high standards.” Chief Assistant State Attorney Ryan Williams detailed inconsistencies in Holland’s voluntary, sworn statements, stating her account conflicted with other witness testimonies, casting doubt on the accuracy of her statements.
Attempting to push for systemic accountability, the city brought in Major Robert Anzueto from the Orange County Sheriff’s Office as interim chief. The goal is for the office to lead investigations into implicated officers while trying to dismantle police departmental complicity and provide more transparency. Steigerwald said the initiative will ensure rigorous review for any officer who don't meet those standards set by the department.
Personnel adjustments accompany these resignations, with Detective Jonathan Fernandez and Officer Milagros Sanchez placed on administrative leave and Corporal Justin Lunsford reassigned from the Professional Standards Section. Holland’s departure signals the beginning of what advocates for justice hope is a more substantial transformation within Kissimmee’s law enforcement culture.
